Jetragon always hatches with Divine Dragon in Palworld 1.0. Breeding from one of them is the reliable way to get the skill onto a line, because it is on the parent already instead of being rolled at random.

Every Pal below hatches with Divine Dragon attached, whether you catch it or breed it. The number on each card is how many parent pairs produce that Pal.

Start from a carrier. Jetragon is the one most pairs lead to — 1 parent pair produces it — so it is usually the cheapest way to get Divine Dragon into your ranch. From there, pair the carrier with the Pal you are building and keep the eggs that inherit the skill.
